It does not imply that a person has a high level of ability at something, but rather, they believe they can improve on it with effort.

A growth mindset is a set of beliefs that people have about their potential and what they can achieve. If you think that your abilities are fixed – you will not try to improve yourself. However, if you believe that your abilities are malleable, you might be more willing to work on improving them.
